Jengo Stevens was born in Moyamba, Sierra Leone on August 24 1905. His family relocated to Freetown at the beginning of the 20th century. He was employed at the Sierra Leone Development Company railway from 1931 until 1946. Then, in 1947, he began studying labor relations in Ruskin College. After working for the railway He was then elected as a member of the Protectorate Assembly.

Although his PNP period was short but he nevertheless made significant contributions to the history of the country. One of his greatest contributions was to the formation of the Mano River Union, a three-country economic union. It comprises Sierra Leone, Guinea, and Liberia.
